Position: Legal Counsel – Specialist in Expropriations

Immediate supervisor: General Counsel / Technical Department
Work location: Headquarters and travel to various locations throughout the country

1. Purpose of the Role
Handle the legal aspects of expropriation proceedings, administrative easements, and land regularization, ensuring compliance with applicable laws and safeguarding the interests of the company and its clients, from the preliminary investigation phase through to a judicial or administrative resolution.
2. Key Responsibilities
- Monitor and handle expropriation proceedings for public use, from the declaratory phase through to the compensation phase.
- Prepare legal opinions and technical memos on the legal framework governing expropriations, easements, and land regularization.
- Assist the technical team in reviewing property titles, land records, and master records.
- Prepare and review contracts, deeds, and legal documents related to the acquisition or transfer of land.
- Represent the company or clients in meetings with public and private entities.
- Monitor administrative and judicial proceedings before municipal councils, CCDRs, regional directorates, and courts.
- Collaborate with the surveying and cadastral team in the interpretation and validation of plans and descriptive reports.
- Ensure compliance with the legal requirements, deadlines, and procedures set forth in the Expropriation Code and related legislation.
- Assist with internal training for the technical team on the legal framework governing expropriations.
3. Job Requirements
Education:
• Bachelor’s degree in Law.
• Valid registration with the Bar Association (preferred).
Experience:
• At least 5 years of experience in Administrative Law and Expropriations.
• Proven experience in expropriation proceedings, easements, and land regularization.
Technical Skills:
• Thorough knowledge of the Expropriation Code and related legislation (Legal Framework for Urban Planning and Construction, RJUE; Civil Code; Code of Administrative Procedure).
• Ability to draft legal documents, analyze documentation, and interpret land registry records and cadastral maps.
• Experience dealing with public and private entities in the context of expropriation proceedings.

4. Conditions and Context
Employment Type: Employment Contract / Service Agreement
Hours: 8:30 AM – 5:30 PM
Compensation: To be determined based on experience and qualifications
